Kem Lowry is Adjunct Senior Fellow in the Research Program. He is Professor Emeritus and former chair of the Department of Urban and Regional Planning, University of Hawai`i. He has conducted research and training and served as a consultant to several donor organizations, foundations and national agencies in Indonesia, Malaysia, Sri Lanka, China, the Philippines, Thailand and China. He has published articles on planning and environmental management, coastal management and evaluation in journals including American Planning Association Journal, Urban Law Annual, Publius, Environmental Impact Assessment Review, Policy Studies Review, Ocean Yearbook, Journal of Ocean and Coastal Management, Journal of Planning Theory, Journal of Planning Education and Research and Coastal Management Journal.
Dr Lowry holds a Ph.D. in Political Science from the University of Hawaii. From 1966-69, he was a Peace Corps Volunteer in Sarawak, Malaysia.
