Southeast Asian Ministers of Education Organization - Regional Training Center (SEAMEO-Vietnam) graduate degree fellowship provides scholarship funding for master’s and doctoral programs in approved fields of study at the University of Hawai'i at Mānoa, and supports participation in educational activities at the East-West Center (EWC). Scholarships are awarded to citizens of Vietnam with the objective of building local human capacity through upgrading the qualifications of career professionals.

The Southeast Asian Ministers of Education Organization (SEAMEO) consists of 11 Member Countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste and Vietnam; and eight Associate Member Countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway and Spain. Vietnam hosts the SEAMEO Regional Training Center (SEAMEO RETRAC) in Ho Chi Minh City.
SEAMEO RETRAC assists SEAMEO Member Countries, especially Cambodia, Lao PDR and Vietnam, to identify and tackle problems of leadership and management in education at all levels. The organization directs its efforts on educational issues by undertaking innovative, relevant programs that include research, language and teacher training, consultancies, staff exchanges, and fostering regional and broader international partnerships.
SEAMEO RETRAC services a number of Vietnamese graduate scholarship programs and conducts pre-departure programs that provide scholarship recipients with the English training, academic preparation, and school orientation for their future studies in the United States, Canada, Australia, Japan, and other countries. Besides English courses, the students explore other needed skills such as oral presentation, computers, and research methodology. Those who take part in this program have chosen to pursue master’s and doctoral degrees in a variety of academic disciplines and fields of study including science and technology, education, agriculture, business, and so on.
SEAMEO RETRAC maintains an ongoing focus on upgrading and expanding its educational programs through developing partnerships with other domestic and foreign institutions. As part of this effort, the organization signed a Memorandum of Understanding in March 2008 with the East-West Center that brings Vietnamese scholarship students funded by the MOET-322 Project, Mekong-1000 Project, and Tra Vinh-100 Project to the EWC and University of Hawai'i at Manoa to pursue master's and doctoral degrees.
