Brown Bag Seminar by Jung Sheol Shin
This study analyzes and discusses how economic development has been closely connected to education and knowledge production in Korea. Academics and policymakers do not doubt that the success story of the Korean economy has been because of its educated human resources, especially during the economic development periods. The co-development of education, knowledge and economic development has been systematically planned by government policies since the 1960s (e.g., Lee, Kim, & Adams, 2011). Academics explain economic development by political leadership, the idea of innovation and knowledge production, and cultural tradition. These factors may independently affect the current development of the economy and education, or they may interactively affect current co-development. The critical issue is how these factors have been merged into one entity to facilitate and synergize outcomes through policy initiatives. This study analyzes how economic development has been intertwined with educational development through government policy initiatives during last the six decades.
Jung Cheol Shin is Associate Professor at Seoul National University. He served for the Korea Ministry of Education about 18 years. His research interests are higher education policy, knowledge production and social development, academic profession, and quality assurance. His researches have been published in many international journals including Higher Education, Review of Higher Education, and Studies in Higher Education. He is invited as a co-editor of the International Encyclopedia of Higher Education, which will be published by Springer in 2014. Currently, he is a board member of Higher Education, Tertiary Education and Management, and Peabody Journal of Education. He published (with R.K Toutkoushian and Ulrich Teichler) University Ranking: Theoretical Basis, Methodology and Impacts on Global Higher Education (2011) and (with B. M. Kehm) Institutionalization of World-Class University in Global Competition (2013) by Springer. He is editing a book (with Ulrich Teichler) The Future of University at the Crossroads in the Post-massification.
