Public and private sectors in Southeast Asia are eager to leap into the digital age, but the governments of the region have been deliberate in defining the rules of cyberspace and governing cybersecurity, including how states interact, how grey-zone operations in cyberspace should be treated, and how geopolitical power dynamics influence norms and laws. This seminar will discuss how Southeast Asia’s priorities have shaped the region’s approach to these issues and what opportunities and challenges lie ahead for the region as it aspires to be a more connected, integrated, and resilient community.

Elina Noor is an Associate Professor at the Daniel K Inouye Asia-Pacific Center for Security Studies, researching Southeast Asia, international security and cyberspace, and countering violent extremism. She previously was Director of Foreign Policy and Security Studies at the Institute of Strategic and International Studies (ISIS) Malaysia. During her time in Washington, DC, Elina worked at Brookings Institution and the James Martin Center for Nonproliferation Studies.
