The violence and massive human rights violations perpetrated by Indonesian military and security forces and Timorese militia under their direction in 1999 resulted in the creation of a hybrid or internationalized tribunal in East Timor, known as the Special Panels for Serious Crimes. AIJI’s director, David Cohen, is a leading expert on the tribunal, and has written extensively on East Timor. His East-West Center Special Report, Indifference and Accountability, has been quoted in both mainstream media and academic journals.

‘Lessons Learned’ from the Special Panels for Serious Crimes (SPSC)

AIJI’s Director, David Cohen, is currently co-editing a forthcoming book publication with Hong Kong University’s Suzannah Linton on the SPSC. The book includes chapters from key actors at the Special Panels for Serious Crimes in Dili, East Timor, regarding their experiences at the SPSC.

Commission for Truth and Friendship

AIJI’s Director, David Cohen, is currently acting as an independent expert to the Commission of Truth & Friendship established by the governments of Indonesia and East Timor to establish the ‘conclusive truth’ regarding the events that occurred in East Timor when it sought independence in 1999.
