Building the Foundation Program

Leadership Training Seminar on Improving Water Planning and Management
14-24 July 2009
Imin International Conference Center
Honolulu, Hawaii, USA

One of the most critical issues in resource management in the Pacific Islands today is water and wastewater management. In partnership with the Pacific Islands Applied Geoscience Commission (SOPAC), the East-West Center held a Building the Foundation Program Leadership Training Seminar on Improving Water Planning and Management to assist the Federated States of Micronesia, Palau, and the Marshall Islands to build local capacity to conduct integrated water resources management planning and implement National Integrated Water Resources Management (IWRM) Demonstration projects. This multi-year effort is being administered by SOPAC under funding from the Global Environment Facility (GEF) and the European Union..

The first in this effort, this leadership training seminar provided the selected participants from the three island nations with useful information and assistance to adopt new, pragmatic approaches to more effectively mobilize political constituencies, increase knowledge and technical competence, and facilitate, organize and coordinate the development and implementation of integrated water resources management plans.

This workshop featured a series of hands-on leadership skill-building activities designed to strengthen participants capabilities to establish, coordinate, and effectively utilize a national water committee to create necessary governance structures and policy frameworks-- including new legislation-- for mainstreaming integrated water resource management practices in the region.
