Juan “Jay” Avecilla is the U.S. State Department's current Diplomat-in-Residence posted at the East-West Center. Prior to his arrival in Honolulu, he served as Management Officer in the U.S. Consulate General in Milan, Italy. A career Foreign Service Officer since 2003, Jay has served in various management positions at the U.S. Embassy in Islamabad, Pakistan and in the Bureau of European and Eurasian Affairs in Washington, D.C. His other overseas assignments included tours as Consular/Management Officer in Fukuoka, Japan, Consular Officer in Buenos Aires, Argentina, and as Economic Officer in Hanoi, Vietnam.  
Before joining the Foreign Service, Jay worked for the City of Los Angeles, where he held senior management, budgeting, and contract compliance positions, and also worked for the Federal Emergency Management Agency (FEMA) in Washington, D.C. He attended the University of California, Riverside and The American University in Washington.

Jay is available for public speaking events and will happily meet with students and others interested in joining the U.S. Foreign Service.
