Stella originates from the tropical Pacific island of Yap, where she grew up swimming in placid blue waters, snacking on mangos and fishing with her family and friends. She worked as a budget analyst for the Yap State government and then traveled around the world, eventually ending up in Hawaii, where she studied accounting (Kapiolani Community College) and received a Bachelor of Arts degree in business management (University of Hawaii at Mānoa). Stella experienced East-West Center activities as a degree fellow’s spouse, resided in Hale Mānoa, worked in East-West Center Housing and Facilities Management, and then transitioned to the Education Program where she worked as a Program Assistant. Stella presently serves as the Asian Development Bank – Japan Scholarship Program (ADB-JSP)/East-West Center Scholarship Assistant in Award Services. She liaises with the University of Hawaii Graduate Division Office and departments and is active in East-West Center sponsored and supported application and recruitment processing for students from around the world.
