Dr. Carlos E. Juárez is an American political scientist and public diplomacy practitioner. As Grants Officer, he leads the Center’s efforts in managing, developing, and coordinating grants for external funding of EWC programs and activities, including support from US and foreign governments, intergovernmental organizations, NGOs, and foundations, among others.
Carlos is professor emeritus of political science and international studies at Hawai‘i Pacific University and has been a Fulbright Scholar to Austria, Czech Republic, Mexico, and India. He is adjunct professor of cross-cultural relations at Management Center Innsbruck (Austria), and an affiliate faculty at the Shidler College of Business, University of Hawai‘i at Mānoa. He has held research fellowships at UC San Diego, University of Oxford, Universidad de Los Andes (Bogotá, Colombia), Instituto de Estudios Superiores de Administración (IESA, Caracas, Venezuela), and Rice University in Texas, and has been a visiting lecturer in Aotearoa/New Zealand, Australia, Canada, Denmark, Ecuador, France, Germany, Hungary, Italy, Lithuania, Mexico, Nepal, Norway, Poland, Slovenia, Spain, Sweden, UAE, and Ukraine.
Carlos serves on the Consular Corps of Hawai‘i as Consul Emeritus and has diplomatic experience as Honorary Consul of Peru to Hawai‘i and the Pacific from 2008 to 2015. He serves on several community boards that help foster global education, including the Board of Governors of the Pacific and Asian Affairs Council (PAAC, the world affairs council for the State of Hawai‘i); President of the Hawai‘i chapter of the Fulbright Association; and Travel2Change, a nonprofit that sees travel as a catalyst for creating positive impacts.
He is a first-generation college student born in the US of Mexican immigrant parents. He received his BA in Foreign Service from Baylor University in Texas, MA in International Relations from the University of San Diego, and MA and PhD in Political Science from UCLA.
