Dr. Carlos E. Juárez is a Mexican-American political scientist and public diplomacy practitioner. As Grants Officer, he leads the Center’s efforts in managing, developing, and coordinating grants for external funding of EWC programs and activities, including support from US and foreign governments, intergovernmental organizations, NGOs, and foundations, among others. He was selected as a Fulbright Alumni Ambassador for 2024-2026, serving as an official representative of the Fulbright Scholar Program for the United States Department of State to help expand engagement with the US higher education community.

Carlos is professor of political science emeritus at Hawai‘i Pacific University and adjunct professor at Management Center Innsbruck in Austria, with expertise on the comparative political economy of developing countries. He has been a Fulbright Scholar to Austria, Czechia, Mexico, and India, and has held research fellowships at UC San Diego, University of Oxford, and Rice University.

Carlos is a longstanding member of the Consular Corps of Hawai‘i, where he serves as Consul Emeritus and has diplomatic experience as Honorary Consul of Peru to Hawai‘i and the Pacific from 2008 to 2015. He serves on several community boards that help foster global education and international cultural exchange, including the Board of Governors of the Pacific and Asian Affairs Council (PAAC, which serves as the world affairs council for the State of Hawai‘i); and as President of the Hawai‘i chapter of the Fulbright Association.

He is a first-generation college student born in the US of Mexican immigrant parents. He received his BA in Foreign Service from Baylor University in Texas, MA in International Relations from the University of San Diego, and MA and PhD in Political Science from UCLA.
