Dr. Robert Moore, Scholarship Program Specialist at the East-West Center, has been affiliated with the East-West Center since 2016, first as a Graduate Degree Fellow, and then in many roles to support the strategy and student community in the Education Program. He managed the program of support for new student arrivals during COVID-19, and he has been a key part of producing The Exchange, the Community Building Institute, Hoʻopuka, and other important events of community support and enrichment.  

Dr. Moore is an experienced professional in developing programs of high quality university access for international students. Before arriving at the EWC, he worked in higher education leadership at institutions in Asia and the Middle East. He helped establish new degree programs in Journalism and Engineering at the American University of Iraq, and he developed new systems for seeking quality assurance and accreditation at different levels of university governance. He also worked at institutions in Saudi Arabia and Nepal, and in both posts he led the development of new programs in music and community performance.

Dr. Moore holds a PhD in International Business Strategy from the University of Hawaii at Manoa and an EdM in International Education Policy from Harvard University. He conducts research on business strategy and investment in post-conflict environments, and his work is published in the Journal of International Business Policy and the Chronicle of Higher Education Review.
