Dr. Motohiro Tsuchiya

Cyberspace is now called the “Fifth Operational Domain” after land, sea, air, and outer space. That is, cyberspace is becoming a battlefield. We hear news of cyber attacks almost every day. The U.S. government has set up a cyber unit (USCYBERCOM) and other governments are following suit. As cyberspace is borderless, victims are borderless. Military forces, governments, private sectors and even individuals are targets by cyber attackers. This talk will review famous cyber incidents in the world and consider possible ways to defend ourselves.

Dr. Motohiro Tsuchiya is professor of Graduate School of Media and Governance at Keio University and visiting scholar at East-West Center. He is interested in the impact of the information revolution and international relations; regulations regarding telecommunications and the Internet; and cyber security. His recent publications include Cybe Terror:  Japan-U.S. vs. China (Tokyo:  Bungei Shunju, 2012, in Japanese) and Cybersecurity:  Public Sector Threats and Responses (Boca Raton, FL:  CRC Press, 2012, co-authored) and many others. He earned his BA in political science, MA in international relations, and Ph.D. in media and governance from Keio University. Dr. Tsuchiya's webpage
