There is widespread recognition for the need to address global warming and climate change. A global financial architecture has emerged to support climate mitigation and adaptation initiatives. However, significant gaps have emerged between the intent to mitigate and adapt, which is manifested in strategies and policies, and action on the ground through the implementation of projects and regulatory changes. This presentation discusses lessons learned from Keith Bettinger’s work with the Climate Change and Development Authority of Papua New Guinea, as well as several other highly vulnerable developing countries.

Keith Bettinger is an adjunct research fellow at the East West Center. He works on climate change projects and policy development initiatives for the United Nations Development Programme, the UN Environment Programme, and USAID. He is also a lecturer for the University of the South Pacific’s Pacific Centre for the Environment and Sustainable Development (PACE-SD).
