This presentation will discuss the decades-long struggles (and successes) within the humanitarian community to expand emergency response from the logistics of supplying food, water and shelter to include considerations of equal access to assistance, protection from harm, and empowerment of women and girls.

Pamela DeLargy is Professor of Practice and Senior Advisor on International Development Initiatives at Arizona State University, where she also leads the Education for Humanity Initiative, which expands higher-education opportunities for refugees globally. She worked for more than 20 years for the United Nations, specializing in gender and humanitarian response, youth, and migration issues. From 2014–2017, she served as Senior Advisor to the UN Special Representative for Migration, focusing on Mediterranean migration dynamics. She is a specialist in the Horn of Africa and has lived and worked in Eritrea, Ethiopia, and Sudan.
