This talk
examines multi-stakeholders approaches to policy-making in new regional
development infrastructure projects being built in the Greater Mekong
Sub-region (GMS). Supported by ODA, the Cross-border Transport Infrastructure
(CBTI) projects have had remarkable success in terms of developing
'hard' infrastructure, but the 'soft' infrastructure needs the
of Cross-border Transport Agreement (CBTA) remain to be examined.

Pichai Uamturapojn
is an assistant professor at Department of Civil Engineering, Khon Kaen University, Thailand.
His research interests include regional development with public-private
partnerships, multi-party risk management, and community public transportation.
He is working on multi-stakeholder development in international construction
projects in Thailand
and Lao PDR.
