Australia's Assistant Secretary for Strategic Issues and Intelligence Branch (Department of Foreign Affairs and Trade), John Quinn, spoke with Asia-Pacific and security experts in a closed-door roundtable discussion, at the East-West Center in Washington, on Australia's view of the In this invitation-only and off-the-record roundtable, John Quinn, Australia’s Assistant Secretary for Strategic Issues and Intelligence Branch at the Department of Foreign Affairs and Trade, discussed his work on the Asian Century White Paper (which sets out the Australian Government's blueprint for engagement with Asia) and discussed with members of the Washington policy and security community topics relating to Austrlia’s views of the US reblanacing to Asia.

The white paper was meant to be the product of domestic project conducted in collaboration with the Austrlian business, civil society, and policy communities, to attempt to get a sense of how Australians view the Asia and its place within the Asian region. The general message was that the country is well placed to engage, but the biggest challenge stems from internal mindsets-is Australia ready to engage? Mr. Quinn and the particpants went on to discuss views on best approaches toward managing the myriad of diplomatic, economic, and security relationships across the region, and how the relationship dynamics have changed over the past half-century as many Asian nations have come into their own.

Mr. John Quinn has served as Assistant Secretary, Strategic Issues and Intelligence Branch (SIB) in the Australian Department of Foreign Affairs and Trade (DFAT) since late 2008. In this period, he also chaired the Missile Technology Control Regime (MTCR) from 2008 to November 2009, and led Australia’s delegations to MTCR Plenaries in 2009 and 2011.

As a member of the Task Force established in the Department of Prime Minister and Cabinet, Mr Quinn contributed to the Australian Government’s major policy review –the Australia in the Asian Century White Paper-released in October 2012, based on extensive research and consultation, with domestic, regional and global partners.

Mr. Quinn’s past leadership roles in the Australian government have included: head of the Pacific Regional and New Zealand Branch and Assistant Secretary for Cultural Relations at DFAT, and head of the Australian Government’s inter-agency Iraq Task Force (ITF) in Canberra. He has also served in a number of diplomatic postings, including: Consul-General in Honolulu, Minister-Counsellor (Political) in Tokyo, Deputy Head of Mission in Manila, and Australia’s Permanent Mission to the United Nations in New York.

He graduated with First Class Honors in Arts (University Medal in French Language and Literature), and in Law from Sydney University.
