Scholarship Overview

The PROJECT Governance Graduate Fellowship program (ProGov Fellowship) is designed to support promising young leaders from Pacific Island countries to earn a one-year professional degree at the University of Hawai‘i at Mānoa in the fields of finance, information systems, or law. The ProGov Fellowship is an important piece of the larger PROJECT Governance initiative. ProGov Fellows will have the opportunity to participate in PROJECT Governance activities and contribute to creating a stronger Blue Pacific, both during and after their professional studies at the University of Hawai'i.

PROJECT Governance is a partnership of the East-West Center, The Pacific Community, CARE, the International Foundation for Electoral Systems, and USAID – funded by the American People.

Fellowship Provisions

1. Full tuition, fees, and books for graduate study at the University of Hawai‘i at Mānoa
2. J-1 visa sponsorship
3. Housing in East-West Center residence halls
4. Health insurance
5. Monthly stipend for living expenses
6. Roundtrip travel between home and Honolulu
7. Orientation and enrichment programs at the East-West Center
8. Participation in PROJECT Governance activities

Eligible Fields of Study

1. Master of Science in Finance
2. Master of Science in Information Systems
3. Master of Laws

Each of these fields requires one year of in-person study at the University of Hawai‘i campus in Honolulu, Hawai‘i. Programs begin in August. Prerequisites and admissions criteria can be found on the linked program websites.

Eligibility

ProGov Fellows must meet the following eligibility criteria: 

1. Be between ages 23-35 years old.
2. Be a citizen of one of the following Pacific Island countries: Federated States of Micronesia, Fiji, Kiribati, Papua New Guinea, Marshall Islands, Nauru, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, or Vanuatu.
3. Meet academic prerequisites for admission to the University of Hawai‘i (undergraduate degree from an accredited university in business, law, or related field).
4. Be working in a profession relevant to the PROJECT Governance goals (sound governance, just governance, responsive governance).
5. Be able to travel to and reside in Hawai‘i for the duration of their study from August to May.

Applications should be submitted online via Submittable.

The application opens in September and the deadline is March 1. A complete application consists of the following materials:

1. Application Form (fillable on the application website)
2. CV/Resume
3. Transcripts from all prior undergraduate study
4. Language test (TOEFL, IELTS. Check the requirements of the degree program for more information)
5. Two recommendation letters. One letter should address the applicant’s academic potential, and the other letter should address the applicant’s professional work.
6. Personal Statements (prompts for the personal statements are on the application website)

Review and Selection

Selection will be made by a review committee that may include specialists from the East-West Center, the Blue Pacific Alliance, and the University of Hawai‘i system. Candidates will be selected according to their potential to thrive academically and contribute to the goals of reaching sound, just, and responsive governance in the Blue Pacific region.
