The Pacific Islands Leadership Program (PILP) is an intensive leadership development training that takes place in Hawaii and Taiwan. There are 3 phases of PILP:
- Phase 1: Honolulu
- Phase 2: Taiwan
- Phase 3: Leadership Retreat
Phase 1: Honolulu
During the Honolulu residency phase, participants live on the beautiful East-West Center campus in a diverse international community. Program content will focus on three areas: 1) Understanding key issues and trends that impact the Pacific Islands region; 2) Personal leadership development; and 3) Networking and professional development.
Phase 2: Taiwan Immersion Experience
During the second phase on the Taiwan immersion experience, participants live in hotel accommodations in Taipei near the headquarters of the Institute of Diplomacy and International Affairs (IDIA), and will also travel as a group around Taiwan. Program content will focus on how Taiwan interacts with the region, the attributes Taiwan has to offer, and further development of professional networks. Participants will continue to apply knowledge accrued in Hawaii and will build on this foundation in Taiwan. An East-West Center staff member will accompany the group throughout the Taiwan immersion experience.

Phase 3: Leadership Retreat
At the end of the program, East-West Center staff from Hawaii will join Generation Eight (G8) for a capstone Leadership Retreat at a location outside Taipei. Program content will focus on personal leadership reflection, the process of "re-entry" back home and leadership goals, evaluation of the G8 program and cohort outcomes, as well as co-creation of next year's program for G9. The program concludes with a Closing Ceremony at the Ministry of Foreign Affairs in Taipei.
