In May 2023, Presidents Biden and Marcos issued a Fact Sheet on investing in the friendship and alliance between the United States and Philippines. A key initiative announced was the Philippines-US Friendship Fellowship (PUFF). The United States and the Philippines welcome plans to establish the Fellowship, which is designed to provide Philippine students and young professionals with unique educational opportunities in the United States, building life-long ties among the next generation of Philippine and American innovators and leaders.

The East-West Center envisions The Philippines-US Friendship Fellowship (PUFF) Professional Fellows program as an professional development opportunity for rising Filipino professionals working in five key areas of US-Philippines bilateral cooperation: digital economy, science and technology, clean energy, food security, and health. The cohort will interact with officials, experts, and institutions working in the selected fellows’ areas of expertise in order to advance mutual experience and engagement to enhance cooperation among the US and Philippines in core areas of mutual interest.
