In 2010, the Extraordinary Chambers in the Courts of Cambodia (ECCC) signed an agreement with the Handa Center’s predecessor, the War Crimes Studies Center (WCSC) and the Hoover Institute at Stanford University for the establishment of an ECCC Virtual Tribunal (VT) legacy project. The goal of the pilot project was to assist the court in providing a lasting legacy for the people of Cambodia that will extend beyond the court’s projected closure.  In 2011, an MOU between the Ministry of Culture and Fine Arts (MOCFA), United Nations Educational Scientific and Cultural Organization (UNESCO), the WCSC and the Hoover Institute launched the first stage of a related project aimed at preservation of the Tuol Sleng Genocide Museum and the digitization of the contents of its archives. The objective of the Tuol Sleng Museum preservation project is twofold: a) to ensure that the original documentary and photographic archives are properly preserved for future generations and b) to digitize the materials which will make project amid at digitally preserving the Tuol Sleng Archive.
