The East-West Center was established by the U.S. Congress in May, 1960. The goal of the East-West Center is to promote better relations and understanding between the United States and the nations of Asia and the Pacific region.

Hale Manoa is the main dorm for the Center's international residential community of students and professional associates. Like the other original main buildings on campus, it was designed by internationally acclaimed architect I.M. Pei.
