The Sea is Rising: Risk Perceptions and Policy Preferences Among Hawaii‘s Elected Officials

Due to its remote geographic location and extensive coastlines, the State of Hawai‘i is particularly vulnerable to climate change and sea level rise (SLR). While Hawai‘i was among the first states to officially recognize the climate crisis and stands as a “most likely” case study for leading the pack of US states in advancing SLR-related policy, Hawai‘i is not moving quickly enough to advance policies that address the predicted impacts of SLR. In this presentation, Dr. Ketty Loeb (UH Manoa) presents the results of a survey of Hawai‘i’s elected representatives at both the State and County levels of government, which was conducted in late 2023 and which assesses their risk perceptions surrounding sea level rise and preferred policy responses to this slow moving crisis. Overall, the survey results indicate the gap between perception and policy action regarding SLR in Hawai‘i. Despite the overwhelming consensus among Hawai‘i’s policymakers on the imminent threats posed by SLR and the lack of preparedness, it is not considered an urgent policy priority. Dr. Loeb will discuss these results and provide analysis about the sources of disconnect. She will further discuss the need for more polling around topics of climate change adaptation.

With nearly two decades of professional experience spanning academia, the public, non-profit, and private sectors, Dr. Ketty Loeb offers a wealth of knowledge about sustainability and resilience strategies both locally and globally. Her research interests include climate change adaptation and mitigation, philanthropy and civil society capacity building, social movements, and politics in the Asia Pacific. She has raised and managed $70M in programmatic and research grants during her career. Doctor Loeb holds a BA in Asian Studies from University of Puget Sound (1997) and an MA and PhD in Political Science from University of Washington (2014).
